ICTC Resumption of Construction

Last Monday, April 20, the CLSF International Elders, together with the Camp Stewards and Overseers (CSO) Team in charge of building the CLSF’s International Campsite and Training Center (ICTC) at the 10-hectare Goshen Farm and Campsite (GFC) at Sitio Brown, Barangay Sibul, San Miguel, Bulacan drove the three-hour stretch of a distance from the CLSF Central to the site to meet with Kuya Loidy Gaddi and Kuya Mario Estacio of Harvest Builders, the in-house contractor of the largest construction project that CLSF ever embarked on since its beginnings on 1983! The vision was ceremonially launched in October 2023, marking the 40th Anniversary of CLSF, and Subsequently shared by Mega-Zoom meetings throughout the CLSF KE Satellite churches, local mission churches in Luzon, Visayas, and Mindanao and ultimately to the CLSF churches worldwide from the North Pole in Canada, USA and Europe; to the Middle East and Asia; to the South Pole in Australia, New Zealand, Papua New Guinea, and Cook Islands, the so-called “uttermost part of the Earth”. Design and management were handled by the CSO Team, a group of seasoned engineers, architects, managers, businessmen, and technical people, all volunteers from the different CLSF churches in Metro Manila, whom Bishop “Kuya” Dan A. Balais, CLSF Senior Pastor and Spiritual Director, meets every Tuesday at the Central Church. A lot of architectural, engineering and preparatory technical works have been done since the birth of the vision in early 2023. Everything was covered in prayers and much seeking the Lord every step of the way.

The Project Management of the ICTC is being handled by the Camp Stewards and Overseers Team chaired by Kuya Dan and headed by Kuya Mandy Sugpatan. Kuya Mandy is being helped by Kuya Butch Palacio, Senior Architect of ICTC, assisted by Architect Kuya Nesver Cruz; Engineers and business leaders are as follows: Kuya Jun Turla; Kuya Bong Valencia; Kuya Jojo Arcadio; Kuya Rick and Ate Angie Galang; Kuya Ef and Ate Tina Impreso; Kuya Roly Abis; Kuya Dante Magbanua; Kuya Pete Anonuevo; Kuya Bobby Gregorio; Kuya Nadie Castro and Kuya Loidy Gaddi. The main contractor is Harvest Construction Company of Kuya Loidy. Since Kuya Loidy, the Pastor of CLSF Sta. Maria group of churches, is also a part of the GFC-CSO, the huge project will be built in an in-house arrangement with proper check and balance, responsibilities and accountabilities defined by the CSO Team as approved by Kuya Dan and the CLSF International Elders. Ate Nenet Sombilla, Ate Rembot Sugpatan, and Ate Lorna Reyes handle the Finance, Treasury and Accounting and Audit, respectively. Kuya Dan is being assisted by CLSF International Elders, Kuya Eric Rodriguez, Kuya Rolando Londonio and Kuya Andrew Sombilla during the CSO Operations meetings held every Tuesday morning at CLSF Conference Room in the Central Church.

It was two years ago when the whole CLSF Global Family stepped out in faith as it sets its sight on the vision of building the CLSF International Campsite and Training Center (ICTC). It is a three-part project consisting of a 1,200-seating capacity Convention Center and Multi-purpose Dining Facility of the same capacity; A Hotel-Dormitory Complex consisting of two seven-story buildings connected together with a spacious lobby and administration offices. The actual ground-breaking commenced the site development of the ICTC which was held on Saturday, August 17, 2024, from 9:00 am to 12:00 noon at the Goshen Farm and Campsite (GFC) in San Miguel, Bulacan. The CLSF-ICTC’s vision and purpose is for the CLSF Global Family to have its own Conference and Training facility to prepare for the Last Days and to equip the saints to reap the End-Time harvest in the Philippines and all over the world in fulfillment of the Great Commission commanded by the Lord Jesus Christ in Matt 28:18-20 and prophesied to be completed in the Last Days in Matt 24:14. The ICTC, a P300 Million to P500 Million project, is the largest undertaking that the CLSF Global Family has embarked on in its 40 years of existence. Led by Bishop “Kuya” Dan A. Balais, the CLSF Senior Pastor and Spiritual Director, together with the CLSF International Elders, the KE Pastors, Local CLSF Missionaries and Pastors and Missionaries of CLSF churches and missions work all over the world, the Lord assured the leadership, in many times of seeking the Lord that He, the Almighty God will supply all our needs as we pursue the vision!

The CSO Team worked on all the architectural, civil, structural, mechanical, electrical, fire protection, air-conditioning, and plumbing plans to be completed for the building permit. A great challenge was the need to re-classify part of the land, around one hectare of the 9-hectare land, from agriculture to multi-use to make that portion of the property legally suitable for the massive construction work. The re-classification work was a requirement for the building permit to be approved by the local government of San Miguel. This became the reason for the 6-month stall in the construction work, timed for the typhoon season from October to December 2025. A government moratorium on land reclassification work opened up a chance for the building permit to be processed again as the CSO completed all the required drawings for such a purpose. Thus, the plan is to resume construction and site development of the ICTC. Seizing the opportunity, Kuya Dan called for the site meeting of the CLSF International Elders and CSO Team to make the critical decision to resume construction work sometime in the last week of June or the first week of July 2026. The work is foundation work, as more than a dozen footings and columns were poured. Around 70% of columns and tie beams needed to be poured. With the massive foundation and slab-on-fill work to be done, CSO Team proposed to buy a significant quantity of required steel rebars for an amount of P1.6 million before the anticipated increase in price of these critical materials because of the drastic fuel price increase in anticipation of the resumption of work. Kuya Dan promptly approved the proposal and so several tons of rebars of different sizes were delivered on site and properly stored. Several cubic meters of sand and gravel were also ordered in anticipation of the resumption of work. The ICTC vision overcomes all the obstacles in its pursuit. Kuya Dan and the whole CLSF leadership are determined to complete the work. With the revival happening among our young people, there is no way but to vigilantly move ahead!
